The Study Of Urban Regeneration Based On Land Replacement In The Old Industrial District

Presently, our country is experiencing a phase of new industrialization and fast urbanization development. During the process, urban regeneration of a city, especially that of its old industrial districts in some old industrial base cities, is necessary in order to meet the objective need of urban land intensive use. The old industrial district renewal is one of important contents of the urban regeneration, and it has different renewal strategies and methods because of the distinctive qualities of industrial district itself.The thorough research of urban regeneration in the old industrial district contributes to guide the plan and the construction transformation of the old industrial base renewal, promotes land replacement of the old urban industrial district, instructs the city function regeneration of the old industrial district, pushes and accelerates the urban regeneration practice which is carrying on in our country. Because of the land replacement which various cities massively carries on presently, this article uses Land Location and Price Theory to research on the land replacement only from the view of land increment, and attempts to provide new thinking for current practice of old industrial district urban regeneration in our country. Through the actual situation in China and using experiences and lessons of western countries, explores the methods and the ways of urban regeneration based on land replacement in the old industrial district.For the above, this article applies theory of urban planning, urban geography and urban economic, as well as relative theory of the city sustainable development, and which is based on the summary of the theory and the practice of urban regeneration in old industrial district and land replacement, with an example of Hualongqiao area in Chongqing, the article discusses the implementation of urban regeneration based on the land replacement in old industrial district. Firstly, based on present situation of old industrial district in our country, the article analyzes the urbanization advancement, the urban industrial structure adjustment, urban land market value rule, and city sustainable development and so on, in order to show the objective necessity of urban regeneration in the old industrial district. Secondly, based on dynamic mechanism of land replacement, the article manifests the important role of land replacement in urban regeneration by thoroughly analyzed the land intensive use, the urban function renewal, the urban industrial structure adjustment and the urban environment improvement, which are significantly influenced by the land replacement. Then, according to target system of urban regeneration in the old industrial district, the paper proposes the realization forms and future land usage-style of land replacement based on reasonable location of urban land, it has also constructed a land replacement pattern which concludes the organization, the income and assignment, compensation and system safeguard of land replacement in order to solve the problem in land replacement presently.Finally, the article has analyzed the urgency through the development course of industry, the existence problem of industry layout, the urban planning development background, the urban land utilization and the evolution situation of industrial structure in Chongqing. It proposes that the urban regeneration in old industrial district of city center and the realization of urban renewal in the old industrial district is the general requirement of Chongqing industrial structure adjustment and the urban development goal. Then the article introduces basic situation of Hualongqiao area in Chongqing, analyses thought and strategy of urban regeneration of the area ,which include the target, strategies and ways, and summarizes enlightenment from this urban renewal practice, hoped to be used for reference by urban regeneration in old district in Chongqing.
