The new situation requires more and more Customs Officer of excellent quality, excellent professional standards, which make a reasonable configuration, structure There is an increasing demand of custom officers who are both proficient in quality and professional areas and custom teams with reasonable allocation and scientific structures in the new circumstance. On the condition that customs staffing can not be limitless growing, revitalizing the current human resources is becoming rather crucial in structure optimization and effective integration of current regulator system。 In fact, custom human resources are of great subjective initiative, intelligence and reproductive,which would show excellent effects in work once that mechanism is rational and incentives are strong. In this thesis we analyzes the issues of human resource structure in Custom Z. Firstly, we discuss the irrational phenomena according to the age, gender, position, education degree and geographical area respectively and analyze the deeper causes of that from the objective and subjective sides. Then we analyze the obstacles of optimization to individuals and organizations. Last but no least, we present a solution to improve the professional level of human resource management, by strengthening the configuration, training to enhance the design of the four levels of optimization path, and continuously improving the rationality of the human resource structure which meet the development needs of the Customs career.
