International Petroleum Ground Engineering Project Management Model has been in the offshore construction with many success stories. Research articles and theories have also been published in this regard. However, there are many variations among different projects and this poses challenges to the growth of project management, as project optimization problems vary with each distinct project. In other words, the varying characteristics among different projects bring about the need to find a suitable way to perform operations for each specific project. In the light of the foregoing, this paper aims to construct a new method, Nigerian Marginal Oil Field Project Management. Our actual international past experience in the construction and operation of projects faced with marginal oilfield surface engineering project management problems encourages us to continue to expand the use of project management theory and improvement of a new management model, leads us to aim at improving China’s Petroleum Engineering Construction Enterprise Management in Nigeria such that effective and efficient operations of the project can ensured, market share expanded, and our corporate image enhanced. Any construction project management finds the use of relevant theories inevitable. For instance, Marginal oilfield Project Management Model in Nigeria uses the relevant theories of Human Resources Management, Engineering and Technology Management and other related theories. This paper summarises these theoretical foundations, as a basis for a cross-culturally elaborated cultural management and the impact of project management, investment optimization, new investment interpretation breaking the previous investment interpretation that it is being done by the employer. The paper defines investment in relation to the owners of the construction project management within a given range of investment optimization. In fact, it is the contractor for the project contract to cost optimization. Emphasisng project management, process control, timely corrective operation in the project to avoid regrets in the analysis of the introduction of international petroleum engineering management theory, the theory soaked into practice, pay attention to Chinese culture as a blend into the local cultural atmosphere in the area of project management implementation, so as to eventually avoid obstacles in order to ensure the project is completed on schedule in accordance with operational plans.
