Nowadays, the traditional profit margin of refined oil sales enterprise is constantly squeezed, and the market pressure is increasing. Based on large warehousing large logistics, sales enterprise take measures to reduce logistics cost by optimizing, improve the logistics management, and enhance enterprise core competitiveness has become an inevitable topic. Since oil depot is the indispensable link and ligaments of refined oil logistics, optimize the depot configuration is the first step for the optimization of logistics. By means of the oil depot configuration optimization to improve the efficiency of distribution, reduce logistics cost, improve the efficiency of logistics facilities is the necessary way to optimize logistics interests, it will become the enterprise new profit source.This paper used the modern logistics theory, operations research, graph theory combined with a typical configuration status of refined oil depot configuration in PetroChina Sichuan marketing company to analyze the problem, it not only summarized the obstructions faced at the time, but also came up with a scheme about refined oil depot of optimized configuration through the model establishment and solving. The other refined oil sales company can take this as a model.The logistics of refined oil and relevant theory of optimal configuration for oil depot was firstly introduced, and then the detailed analysis of five problems which exist in the refined oil logistics optimization and depot configuration in PetroChina Sichuan marketing company were given. The importance and necessity for domestic refined oil sales enterprises to carry out the depot configuration optimization was pointed out. After that, three models based on the multiobjective optimization theory were built, including the most reasonable first distribution volume, minimum oil secondary distribution cost, and minimum oil depots operation cost.Then this paper analyzed the constraints on influence of optimal configuration of refined oil depot. After the analysis of the influence on refined oil products in Sichuan area caused by macro environment, such as policy, economy, traffic and vehicle. The product sales of cities, states and the company were predicted. And this paper choosed elasticity coefficient method, trend extrapolation method, gray prediction method and the combination forecast to evaluate the sales for gasoline and diesel, which apparently improve the prediction accuracy. Then after identifying four shut-down depots, the center oil depots of every area based on the oil consumption and source was confirmed, which are namely the oil green contribution coefficient and the sources&transportation for each depot, so the placement of small-amout oil was determined. Then it break the affiliation between secondary companies with the gas station and reasonably divides regional economic radiation for oil distribution. The distribution depot was re-layout, and the average transport distance of depots reduced from73.74kilometers to66.71km, that is10.54%reduction in total. In the end, the emergency stocks of oil depots according to the source way of oil, and determines the minimum oil inventories which shall be maintained for each depot were considered.In conclusion, this paper determined the optimal configuration of refined oil depots by solving the models:mainly kept the small-amout oil in the center depots, and on the capacity of the structure has been adjusted, changed the90#tanks to93#tanks, and the-10#tanks to0#tanks; the optimal quantity for different oil in each depot in year of2020was given, combined with the reasonable turnaround times, the expansion of oil tanks has been determined, and the optimal placement scheme of oil tanks is also provided.
