| The subject of this thesis is the regional state-owned enterprise group internal control mode optimization,mainly for the state- owned enterprises which belonging to the city or district government,most of these enterprises service a particular regional development,and have a strong relevance and dependence of the regional resources.This thesis analyses the optimization of control mode problems which are urgently to be solved,including property right structure, company structure, strategic management and control mode, the modern enterprise system construction.In order to solve the above problems, this thesis puts forward the optimization mode of control measures, including:to make a gradual progress of state-owned assets property rights further clear by diversified the property right structure, perfect the structure system between the parent and subsidiary companies,build the business development resources sector that correspond to the company needs,establish the strategic management control mode,build and perfect the modern enterprise system etc.Then, the thesis further designs on the implementation path of the target mode,which divided into five main steps: 1.planning strategy and top design, realize the unity of strategy and business plan;2.improve the existing organizational structure and make subsidiary management control mode clear;3.select and set up pilot project based on the top design;4.based on the experience gained in the pilot project,promote the resource integration and allocation;5.promote the construction of the modern enterprise system.This thesis discusses and studies the optimization problem of enterprise group’s internal control mode,it has a direct practical significance to boots the enterprise transformation and to enhance the comprehensive competitiveness.And at the same time,for this type of enterprises,it has a certain significance for dealing with the internal optimization problems such as how to choose the control mode, optimization and transformation. |
