With the prosperity of the real estate market in China, the real estate valuation industry gradually becomes an important part in the intermediary service market. Under the new development situation, the industry is facing the new opportunities and challenges. The core part is focus on the appraisers. Human resource play an important role in this society, and it is the core competitiveness for every company. For the real estate valuation industry and business, it is also effectiveness. Now, because of the economic transition and the growth of the valuation agencies in real estate market, people ask for more and more high quality appraisers. So it is high time to build real estate valuers competency model, and it will take not only theoretical but also practical significance for both real estate industry and valuation companies.The first step of the article is to search for the competency elements for the valuer. Though the literature research, text analysis, focus group interviews and behavioral event interview, we integrate and screen about 24 excellent competencies for the valuer. On the second step, we redact and distribute the questionnaire to related real estate valuer, and we achieve 142 effective questionnaire. After that, we use exploratory factor analysis and test the validity and reliability building the Beijing city real estate valuer competency model prototype. The third step is that delivery expert questionnaire and using analytic hierarchy process to make sure the weight of each dimension and element.Finally, we build a model with 6 dimensions and 24 competency elements of real estate appraiser. The weight of six dimensions respectively: core competence(33.1%), professional skills(17%), professional diathesis(25.2%), leadership and management(7.8%), professional cognition(10.6%), the target action(6.3%). It can be conclude that the two dimensions of core competence and professional diathesis are seen as the most important issue from the valuer. Both of the two dimensions are hidden under the iceberg and difficult mining, but they are most likely to influence result of performance assessment. From the data of competency factors weight, the sense of responsibility and ability to solve problem are more than the proportion of 10% compared with the whole weight. It can show that the two elements are very important in real estate appraisal work. At the end of the article, we put forward some suggestions on how to use the model to practice in Human Resource management, it include recruitment, training, performance and compensation management.This paper makes a supplement on the field of competency study for technicians, whic h mainly focus on competency model of real estate valuer. With the help of estimating the weight of each factor using AHP, companies and associations can perform a better HR man agement on real estate valuer.
