Research On Regional Innovation Capability Dynamic Evaluation In Fujian Province

With the development of economy, the national competition more andmore depends on the regional competition, and the regional competition willcatch more and more attention. Regional competition relies on theimprovement of the regional innovation capability which is not only theimportant basis of maintain regional competition, but also the importantcarriers of country taking part in the division of global industry. Nowadays theevaluation of regional innovation capability (including the evaluation methodand its empirical research) at home and abroad is mostly based on the staticevaluation of one point. According to the result of such evaluation, we areunable to find the dynamic development process of regional innovationcapacity and grasp the potential of various regions regional innovationcapacity, while we can not grasp its development trend.So it is more difficult tofind the key issue about the process of innovation.However, We can grasp thedifferences and the trends of innovation capacity in the various regions throughdynamics evaluation, which is importance for the innovation capacity of variousregions. Fujian government wanted to construct Fujian to a innovative province,in this case, through the regional innovation capabilities dynamic evaluation invarious provinces and municipalities and analyzing its result by comparing thevarious provinces and municipalities to grasp theirs development trends, andthen setting focus on studying regional innovation capability in Fujian Provincecoordination system, we can more clearly grasp the advantages anddisadvantages of Fujian regional innovation capabilities, finally proposingscientific policy for enhancing Fujian Province innovation capabilities,it issignificance for Fujian Province regional innovation system.Firstly we study the related theory of the regional innovation capacity andrelationship between its structure and behavior of organizations, and suggestthat regional innovation capability is overall capability formatted by theinteraction of knowledge creation, knowledge, movement and enterprisetechnical innovation capability, innovation environmental and economic performance of capacity. And then study on the interactive relationshipbetween the structure of regional innovation capability and behavior oforganizations, Finally we set up the overall structure of regional innovationcapacity. it is a compound system which include the knowledge creationcapacity building sub-systems, knowledge movement sub-systems, enterprisetechnology innovation sub-system, innovation environment sub-system andinnovation and economic performance subsystems.Base on the above theoretical research, we set up the regional innovationcapability dynamic evaluation model through the model of vertical andhorizontal to the pull-grade, and use the object of the country’s30provincesand municipalities into comparative analysis. Then we set focus on thedevelopment state of Fujian province by using types of the index changes. Andfurther, we borrow system ideas and set Fujian as an example to figure out itsdevelopment coordination coefficient for knowledge creation sub-systems,knowledge movement sub-systems, enterprise technology innovationsub-system, innovation environment sub-system and innovation and economicperformance sub-system. Finally we can more clearly grasp the advantagesand disadvantages of Fujian regional innovation capability, and proposescientific policy for enhancing Fujian Province innovation capability,which isgreat significance for Fujian Province regional innovation capability system.
