The 18 th Congress of China’s Communist Party clearly stated our government will building a new socialist countryside, developing modern agriculture, cultivating new farmers as a strategic goal and mission to solve “Three Rural ”Issues. The level of rural human resources capacity is an important symbol to measure the success for traditional farmer transform to the new farmers, which is related to the success of traditional rural transition to the new socialist countryside and traditional agriculture to modern agriculture. Therefore, to explore the rural human resources evaluation methods and construction ideas, can provide the solution of the“Three Rural” Issues with the premise, foundation and motivation, to promote the effective implementation of “Three Rural” Issues.This paper focuses on the fundamental problem of farmers problem, the human resources capacity-building, On the basis of review and analysis of the human capital theory, capability theory, social transformation and development theory and incentive theory and other theories and basic requirements for capacity-building, propose and follow human resource capacity-building in rural areas targeted principles: promote double transformation of subject and object, promote the satisfaction of material and spiritual double needs of farmers, improve farmers’ production and living conditions and promote farmers’ comprehensive free development, and then along the path of “the double value of farmers — the double value of education — the double ability of farmers” to build the theoretical analysis framework of rural human resource capacity evaluation and analysis research. Then, using behavior event interview(BEI) to build new farmers competency model, further validates the practical feasibility and applicability of this study’s theoretical framework. Based on the theoretical analysis framework and the new farmers’ competency model, this article from the aspect of society, organizations and individuals to build rural human resource capacity evaluation index system, and using FAM, WRSR and Factor Analysis to evaluate and analysis the rural human resources in Shandong Province, the results showed that: first, the weight of three ability dimensions are larger, the productive capacity and life ability for the contribution of rural human resources roughly equal; second, the rural human resource ability level in Shandong Province on the whole, and in three dimensions are intermediate level in coastal provinces, and all showed a trend of steadily rising in recent years,but there is still a large room to improve; third, the organization and the individual level of rural human resources development in three dimensions on the lack of balance, thus affecting the overall development of the individual. Finally, this paper follows the path principle of the combination of formal education and informal education, the combination of education’s productive value acquisition and consumer value acquisition, combining empirical evaluationresults, respectively from three aspects: government, organizations and individuals put forward suggestions for the development of rural human resource capacity: social aspects should pay attention to provide a basic guarantee of ascension for rural human resources from the aspects of system construction and infrastructure construction, organizational level should strengthen the productive skills and life skills’ education and training, individual level should pay attention to the three dimensional direction of capacity building.
