Since 1987, our country’s economy has realized the big breakthrough in quality and quantity, and especially the speed of china’s economy development and the total volume has been at the forefront of the world. The energy resources contradiction has been gotten more and more attention with the development of economy. Our country’s energy resource is rich, but the per amount is low, even lower than the average level of the world. Our country’s economy always is characterized by high consumption and low output, particularly in the heavy industry. Although in recent years our country’s energy intensity has fallen down, the EI is still high compared with developed countries. The EI between provinces is very different, so the reduction of the country’s EI is not representative of the improvement of every province’s energy system. Every province has different economic development, economic structure, energy resources, energy efficiency, technology conditions and investment rate, so every province has different EI. Every province should find own method to reduce energy consumption based on its own conditions.Based on the price in 1990 year, this paper lists the nature’s energy intensity over the period from 1990 to 2012. The data shows that the energy intensity decreased from 1990 to 2002, which implies that our country made the progress on the development of economy under the condition of low energy consumption. But from 2002-2006, the growth rate of energy intensity was higher than the growth rate of economy. Then our country’s economy was characterized by high energy consumption, low output and extensive form in this period. Our country’s EI showed a downward trend after 2006.Most scholars use factor decomposition method and regression analysis of panel data to study the reason of the change of EI and the difference of every province’s EI. This paper chooses seven variables, including provincial GDP accounted for national GDP, energy production, energy consumption, foreign directly investment, the rate of fixed assets, the account of the secondary and the tertiary industry to make the multilevel model to analysis the reason of the change of EI. Firstly establishing the empty model, the result shows that the heterogeneity of the object the(every province) results the 97% variation of total. Secondary the paper established the unconditional two level growth models, which indicates that EI has the significant negative correlation with the variable of time. Finally we get that the variables of level economic development, the coal consumption and the rate of fixed assets are the reason of difference of every province’s EI in th based period and of the change rate of EI.Combining the results of this paper and relevant literature research, the paper pro poses that we should promote the economic development and optimize the economic s tructure while we are reducing the energy intensity of all provinces and cities. Meanw hile, we should have less dependent on heavy industry and high energy-consuming in dustries so on. Also, we can continue to improve the investment structure and strength en the development of clean energy and low energy-consuming industries, such as tertiary industry. Moreover,we not only vigorously develop clean energy instead of redu ding the reliance on coal resources, but also set rational price system of energy under t he guidance of government.
