Small and micro enterprises play an important role in China's national economy.The development of those enterprises are of great significance in terms of promoting economic growth,adjustment of economic structure,creating job opportunities and improving people's well-being.Zhuzhou is in transition from traditional industrialized city to modern industrialized city.Alone with the booming of its economic development,a large number of small and micro enterprises are established and developing,which create quite a big amount of job opportunities.But in recent years,the phenomenon of labor shortage has been spread from coastal cities to Zhuzhou.Therefore,Zhuzhou's small and micro businesses have gradually suffered from the difficulty of recruitment as well as the hardness of keeping employees.This paper takes Zhuzhou small and micro enterprises as object of study,using macroeconomics,modern management and human resource management as guidance,through theoretical research,empirical research and comparative research,etc,to collect large number of valuable raw material and comparative data.Meanwhile,this paper makes not only a full research on those enterprises' labor shortage status but also an analysis on the cause of this problem,which includes the these enterprises' own limitation,fierce competition in the regional labor market,rapid increasing of labor cost,lacking of smooth circulation in the labor market and weak protection of laborers 'rights and interests.This study draw on a solution to solve these problems by 2 methods.First,taking company J as an example to illustrate the strategies,likeloosen the restriction,improving the treatment,bringing talents,enhancing the training and performance and salary management,as well as the company culture build up,improving and implement the automation of industrial processes.Secondly,specific policy recommendations are given from government level,which includes reducing the tax burden on these enterprises,speeding up industrial transformation and upgrading,optimizing the economic structure and system,strengthen vocational training,employment concepts,educating employment,entrepreneurship,reinforcement of the enterprises employment service,pleasant living environment,etc.in order to solve this problem.The research results of this paper can be provided as a reference for local governments and the other regional enterprises with similarity.
