Railway is an important economic lifeline related to the development of the national economy. The emergence of high-speed railway not only improves the situation of the railway network, but also steady growth of the economy.Domestic and foreign scholars have realized the relationship between transport infrastructure and economy, but most of them are limited to its investment as an infrastructure to promote the economy, spillover effect was ignored. The purpose of this paper is to study the spillover effect of high-speed railway in China. On the basis of combing the economic radiation theory, the new economic geography, the network economics and the externalities theory, the author analyzes the mechanism of the high-speed railway's influence on the regional economic development. The paper uses the Moran's I,SEM,SAR models and data of the provinces along the high-speed railway from 2004 to 2013 to explain the effects of the high-speed rail on the spillover.Such as "four horizontal" railway network,"four vertical" railway network and all of them. The empirical results show that the spillover effect of horizontal high-speed railway is larger than vertical high-speed railway. The spillover effect of high-speed railway on labor force and capital stock is obvious. The decline in transport costs will not let the key hub of the provinces seize its production factors if the non-traffic hub of the provinces themselves have a certain size of the capital stock. So,all of us should take into account the spillover effect of both positive and negative effects when the high-speed railway network is planned.Establish a spillover-based integrated service system to exchange professional and close cooperation,to seek win-win situation.
