Xizang is located in southwest of Chinese Qingzang Plateau, because of the high altitude, complex climate, ecological fragile, system environment and historical foundation,the current economic and social development of Xizang has the following characteristics:(1) The resource and environmental are constraints significantly.(2) Not only the formal system guidance and control people’s behavior, but also the traditional culture influence in Xizang.At the same time, political interest group game specificity increases the complexity of the economic and social development.(3)"atypical dual economic structure".
