With the coming of the era of knowledge, as the core resources of the unit scientific research personnel is the development and one of the key factors of success,how to effectively manage scientific research personnel, to improve their working enthusiasm and creativity become the most tricky problem of the managers. In order to ensure that enterprise the core competitiveness, we must first ensure that researchers continue to innovation and learning ability, and scientific and effective incentive mechanism is to promote the scientific research personnel to maintain ability of driving force. Therefore, to carry out the scientific research personnel incentive problem research, has the extremely important practical value.Based on Test Institute of the L Military Research Institute for scientific research personnel as the research object, through the analysis of the relevant theories and research, combining the questionnaire survey, the incentive problem is studied. To find the problem as a starting point, building the Test of scientific research personnel incentive mechanism from the salary incentive, performance evaluation, training, career planning, and environmental, in order to get the effect.Through the research in this paper, the following conclusions:On the one hand, because of the particularity of scientific research personnel, how to incentives to them should also be different from the general staff, we should be according to the characteristics of their work and personality to build incentive system. For scientific research personnel, on the other hand, the incentive should reflect fairness, we shouldn’t let assessment become a mere formality, we should be in accurate assessment at the same time with good examination results. All in all, only for scientific research personnel, give full play to their energy to help test in an impregnable position in the market competition environment.In this paper, the research results, the L institute in perfecting the incentive mechanism in human resource management has a certain reference value, also for other researchers incentive has the reference significance.
