Since reform and opening-up, with a rapid economic development andcontinuous improvement as to urban and rural living standard, social consumptionimproved significantly and people’s desire for travelling in spare time increasedday by day. Furthermore, some policies issued by the central government, such as“Golden Weeks”,“minor vacation” and“paid vacation”, make the desires intoreality. As the most traditional and core factor in tourist attraction, scenic sportslead the rise of tourism bloom, which on the one hand, showed the general imageof our country’s tourism development, on the other hand, made a prominentcontribution to the local development economically and socially. By the end ofDecember2014, China’s National Tourism Administration has confirmed186Thenational5A grade tourism area, which more or less influenced the development ofrelated cities in all industries and walks. A Tourism industrial chain led by tourismtherefore came into being. The influence is on the rise with the decrease of therelative distance. This paper mainly analyses and classifies the base form of thespatial relations between the tourist cities and its related scenic sites. On the basisof witch research the interaction between tourist cities and tourist sites lie in spaceof zero distance, as well as deep analyzing its cause, feature, advantages anddisadvantages, development prospect, etc. As an important carrier of cities’ natureand culture, scenic spots’ played an integral role in the improvement ofeco-environment, the optimization of industrial distribution, the inheritance oftraditional culture, and the advertising of brand characteristics.Based on the former statement, there is an example of “Penglai-PenglaiPavilion”: Penglai, one of the top tourist cities in China, is a land decorated bylandscape and prosperity and cultivated by civilization and harmony. Penglai,known as“fairyland on earth”at home and abroad, is also a city of scientificdevelopment and a paradise for living and work. Benefit from the unique naturalenvironment and the rich historical cultural heritage of the “Penglai Pavilion”which lies on the Danya Mountain in the north of the city, the city business card“fairyland on earth” came into being and got widespread recognition which is ledby “penglai Pavilion” and drive the development of all city industries, therefore promote the comprehensive optimization in economy, politics, society, culture andenvironment. After the deep analysis of this successful case, we find the sitesinterior optimization and the harmonious development of all city elements as entrypoint, propose the “scenic spots-city” symbiotic development mode under thatspatial relations, summarize and find out a solution to harmonize the citydevelopment and landscape protection, and finally scheme out a way ofharmonious development as to scenic spots and tourist cities under this code. Bythis means, we lead the cities’ development into a sound, reasonable and orderedway, further enrich the “scenic–city” spatial theory system, and map out a newvision for the reasonable use of tourist resources, the direction where the citiedgoes in the future, as well as promoting cities’influence and reputation at home andabroad.
