Study On The Technological Innovation Capability Of Agricultural Scientific Research Institution In Sichuan

The development of agricultural economic can't develop rapidly without technological innovation. Agricultural Scientific Research Institution is not only the core of the Knowledge Innovation System, but also the part of Technological Innovation System, Knowledge Spreading and Application System. The technological innovation capability of the agricultural scientific research institution is good for the continual development. This paper studies on the technological innovation capability of the agricultural scientific research institution, which has practical significance.Based on the summarize of nowadays study on this field, this paper chooses the provincial-level and municipal-level agricultural scientific research public institution which is add up to 42 in Sichuan as the study object, and analyses the structures of technological input and output, then contrast them with countrywide. The conclusion shows that there is a large gap between them.The third part of this paper defines the Technological Innovation Capability of Agricultural Scientific Research Institution and measures it used Production Efficiency for reference. Then this paper also introduces the basic principle and excellence of Data Envelopment Analysis elaborately.The forth part of this paper is demonstration study. Firstly this paper designs the appraisal index system of technological innovation capability of agricultural scientific research institution in Sichuan. Then this paper operates the data used the special DEAP program which is designed by Coelli in 1996 and analyses the technological innovation capability of integral agricultural scientific research institution in Sichuan which emphasized on the macroscopical angle and the technological innovation capability of single institution which emphasized on the microcosmic angle. The conclusions are as follows:(1) The change of the technological innovation capability of agricultural scientific research institution in Sichuan has some stages which are conform to the stages of Science and Technology System Reformation. And the impacts of science and technology system reformation to provincial-level institution and municipal-level institution are different.(2) In the factors of TFP index of agricultural scientific research institution in Sichuan, the Technical Change which reflects the external factors such as science and technology system reformation is the key factor.(3) In the factors of Efficiency Change of agricultural scientific research institution in Sichuan, the Pure Efficiency Change which reflects management efficiency of institution is not obvious, and the Scale Efficiency Change which reflects S&T input scale is the key factor.(4) As far as the industries' efficiency is concerned, the efficiency of Provincial-level institution is higher than the efficiency of Provincial-level institution. As far as the industries' efficiency is concerned, the efficiency of Farming institution is higher than the efficiency of Animal Husbandry institution and Fishery institution.(5) As far as Provincial-level institution is concerned, increasing the S&T input is where the shoe pinches to increase the Efficiency, but as far as Municipal-level institution is concerned, the core is adjusting the S&T resource collocating fashion but not increasing S&T input.Based on the conclusions of the demonstration study, the last part of this paper points out the problems existed in the agricultural scientific research institution in Sichuan, then explains the core reason that technological innovation capability of agricultural scientific research institution in Sichuan is low is because that Agricultural Technological Ecology is bad. Then this paper also points some policy recommendations to increase the efficiency of institution.
