Regional innovation includes science and technology input, output, achievementtransformation and application. And the transformation of scientific and technologicalachievements is the nucleus of regional competition, industry competition andenterprise competition and directed related to the realization of the construction of itscore competitiveness. However, nowadays the integration between technology andeconomy of China is insufficient; there is "split" phenomenon between knowledgeproduction and achievements transformation, making most of the scientific andtechnological achievements cannot be applied to the production activities convertingto economic benefits. The role of science and technology as the first productive forcegives play. In order to increase the integration ability of regional science andtechnology resources, thus accelerate regional transformation of scientific andtechnological achievements, the article bases on the fundamental theory ofachievement transformation; use of a variety of methods to measure the conversionefficiency of scientific and technological achievements; explores the important factorsthat influence the efficiency of achievements, and then puts forward relevant policysuggestions. In the paper, the research content mainly includes:(1) By defining the relevant concepts of scientific and technologicalachievements, and discussing the mode and mechanism of transformation of scientificand technological achievements, it lays a theoretical foundation to the research ofbelow; by the research of the frontier theory, and putting forward the definition andmeasurement of technical efficiency, it lays the methodology basis for the followingresearch.(2) Choosing the30provincial administrative areas of China as the researchobject, estimate the static efficiency of scientific achievements by using thenonparametric data envelopment analysis (DEA) and parametric stochastic frontieranalysis (SFA), and compare the result through the cluster analysis trying to reflectthe current state of the transformation of scientific and technological achievements forChina region comprehensively and objectively.(3) Analyses the dynamic change of conversion efficiency of regional scientificand technological achievements by DEA-Malmquist. The result shows the overalltrend of efficiency of scientific and technological achievements is rising, butindividual areas; individual years have regressive transformation efficiency(4) On the basis of carding literature to explore the factors that influence the transformation of scientific and technological achievements. Explore the importantfactors influencing the transformation of scientific and technological achievements,and explore the impact of these factors on the degree and direction of achievementstransformation efficiency. The result indicates infrastructure, market level andgeographic location have significantly positive impact on the scientific andtechnological achievements transformation efficiency.
