Research On The Development Prospect Of Helong Border Economic Cooperation Zone

The development of opening border is one of our country’s opening strategy, which was started in 1992. The mark of the strategy’s implementation was the state council approved to open 15 border cities including Heihe, Heilongjiang province, Dandong, Liaoning province and Manzhouli,Inner Mongolia.Border areas are bounded on other countries and inhabited by ethnic minorities. The economic and social development of this regions are lower than other regions.So far, more than 20 years after the development of opening border strategy in our country, by setting up the frontier cooperative zone, experimental area and demonstration area, making the border areas give full play to its geographical advantages, channel advantages,resource advantages of the corresponding areas as well as cooperation advantages of the corresponding nation, Intensifying the open of border crossings, developping the port economy, relying on the port to construct the border economic cooperation zones, to promote the economic and social development of border area, so as to consolidating the frontier and enriching the people.Currently, Tumen River Regional Cooperation is facing a rare development opportunity as the important mechanism of the northeast border areas. The strategy of one belt one road and chang-ji-tu open and development provided the impetus for Tumen River’s cooperation and formed a very favorable environment. Under the background of national macro, Helong economic development zone won the approval of the state council on March 3,2015, became the national border economic cooperation zones which was the 17th in the country and the 2nd in Jilin province. The construction of Helong border economic cooperation zones is the key to promote regional coordinated development, implement chang-ji-tu program and the effective measure to promote the cooperation of Tumen River. How to make good use of the conditions such as geographical advantages, rich resources and deal with disadvantage of policy uncertainty in surrounding countries will be the key to play a role of opening-up and stimulate the regional economic development.This paper using the theories of regional economics, development economics and regional economic cooperation, analyzing the national macro background and objective needs of Helong County, using the SWOT model to analyze the situation of Helong border cooperation zones from the point of the development direction, industrial transformation and upgrading, to imagine the development prospect of Helong border economic cooperation zones and put forward the corresponding countermeasures and suggestions.
