The study on effect of implemented evaluation of science and technology innovation policy is a very important link of the implementation of the technology innovation policy to test the effect of the policies. Its object is the technology innovation policy that the nation or the local government has formulated and implemented, its goal is to measure and test the value of the technology innovation policy. Then we can determine how to continue, adjust or end the policy. Therefore, studies on effect of implemented evaluation of science and technology innovation policy have the larger theoretical value and great realistic significance.In recent years, in order to promote the scientific and technological progress and economic development of Liaoning, it is necessary for its implementation results and problems of evaluation and analysis. This paper introduces the research situation, describes the theoretical basis of science and technology innovation policy. Second, analysis the status of science and technology innovation policy system and analyze its implementation problems of Liaoning. Then, by building the index system of fuzzy comprehensive evaluation, makes a demonstration analysis of science and technology policy of Liaoning and tests the efficiency of analysis method. Finally, the thesis puts forward the countermeasure, increasing the financial investment, constructing tax policy support system, standardizing government procurement, acting intellectual property protection strategy, increasing the coordination of industrial policies, improving intermediary service system, promoting technological innovation implementation ,the effective integration of scientific and technological resources to enhance the implementation effects of scientific and technological innovation policy.
