With the rapid development of realty business, a large variety of real estate enterprises came into being, and those companies have contributed a lot to the prosperity of the economy and at the same time, many experiences have been obtained in company management. However, as the social and economic environment change, the companies in realty business come to find that it gets more and more challenging for them to keep its revenue and market share. Fortunately, the importance of human resources has been acknowledged to obtain the competitive advantages. In its operation, the company has to adjust its human resources to realize its business strategy, but relative research is scarce, and the paper tried to explore the performance management of human resources in real estate enterprises.Firstly, literature on topics relative to business strategy in real estate companies, human resources and performance management is reviewed, and the relationship among business strategy, responsibilities of departments and positions and staff performance is revealed, which laid a good foundation for the research. Secondly, basing on the relationships revealed, a framework of performance management in real estate is established. In the framework, the staff responsibilities can be allocated by objective management, and to fulfill the tasks and responsibilities, staff have to be employed, trained, motivated and evaluated, and a clear process is needed to make the frame work.Among all the work about performance management, the evaluation of the staff is the most important for it determines whether the staff can be fully motivated and whether the business strategy can be realized. To meet the demand of real estate companies, an evaluation system is established in the paper. The system tried to evaluate the staff performance from attitude, skill, actions and achievements, covering the current performance and the potential performance. To establish the evaluation process, analytical hierarchy process is used. Finally, to test the evaluation system, a case study is conducted, and the results validated the system.
