Urbanization is an important reflection of economic and social progress. With the reform and opening-up, China’s urbanization process has been accelerated. In 2011 China’s urbanization rate had exceeded 50% a bove the world average for the first time. The size of China’s urbanization has ranked first in the world. With the high rapid urbanization process, there were uncoodinated question between population urbanization and land urbanization. In 2014, New Urbanization Plan was introduced, which pointed to solve some tough questions. For example, farmer transfer population was difficult to integrate into the city, the speed of land urbanization was faster than population urbanization, population density of urban population in built area was too low.Hubei Province, as an important strategic fulcrum of the rise of central China, is in a critical period of rapid economic and social development and upgrading of industrial structure. The growth trend of urbanization is obvious, but compared with other regions of the country. The urbanization of Hubei was backward. The cities’ urbanization level in Hubei also exists obvious gap. From the aspects of population and land, the article analysis the temporal and spatial evolution of population urbanization and land urbanization, and explore the coordinated relationship between the them from 1990 to 2010. The study year were 1990,2000 and 2010. The minimal research unit were counties and urban district. Urban population data was got from the part of Hubei Province in the national census data. The built-up area data were obtained from Land use database of Hubei Province. Using Gravity Method, Loren Curve and Gini coefficient, Spatial Autocorrelation Analysis to study the evolution of population urbanization and land urbanization in Hubei respectively. According to the coordination index, explore the coordinated development of the relationship between the population urbanization and land urbanization. The main conclusions are as follows:(1)The spatial distribution of urban population in Hubei was more in central and eastern region in 2010. The average growth rate of urban population in cities was 101.97% from 1990 to 2000,while which was 29.18% from 2000 to 2010. The gravity of urban population moved to the northwest, approaching the geometric center, and the distribution of urban population was more uniform from 1990 to 2010.(2)The spatial distribution of built-up area in Hubei was more in central and eastern region in 2010. The average growth rate of built-up area in cities was 44.9% from 1990 to 2000,while which was 141.32% from 2000 to 2010. The gravity of built-up area moved to the northeast, approaching the geometric center, and the distribution of built-up area was more uniform from 1990 to 2010.(3)The density of urban population in built-up area was decreased and was more in western region from 1990 to 2010. In Spatial association, the density of urban population in built-up area showed more significant spatial agglomeration. And "low-low" agglomeration areas were most, which mainly distributed in the southwest and Southeast of Hubei.(4)There were 32 counties in Hubei whose population urbanization and land urbanization were coordinated from 1990 to 2000. While the uncoordinate counties were 42, and most of the 42 counties were advance in population urbanization and lag in land urbanization. There were 34 counties in Hubei whose population urbanization and land urbanization were coordinated from 1990 to 2000. While the uncoordinate counties were 39, and most of the 39 counties were advance in land urbanization and lag in population urbanization.(5)The following measures were put forward to promote the coordinated development of population urbanization and land urbanization. Breaking the restrain of traditional Household registration management system to promote the population urbanization. In order to promote the high quality of population urbanization, some measures must be taken including skills training, upgrading the industrial structure and so on. Through the promotion of land acquisition market and the intensive use of urban land, we can control the speed of urban land expansion. We should pay attention to the differences of the different regions of Hubei province.Under the background of rapid development of urbanization and new type of urbanization, the spatial and temporal evolution characteristics of Hubei Province’ population urbanization and land urbanization in county were analysed. And the the coordinated development between population urbanization and land urbanization were studyed. According to the regional difference of the coordinated development between population urbanization and land urbanization, corresponding countermeasures were proposed. Which is not only exert a great significance in the sustainable development of city in future, but also provides a reference path of differentiation urbanization development of Hubei province.
