Study On The Reform Of The Endowment Insurance System Optimization In Xi’an

Endowment insurance system is an important part of the national social security system, which is closely linked with people’s life and social stability, and it also has a close relationship with different social aspects, it is a complex coordinate system. It has been our patty and country’s goal to provide the retired old age, a sense of sharing the fruits of reform and development. Faced with the current situation of the reform of the population aging, China’s social pension insurance system needs to be reformed and improved.However, due to the influence of the traditional planned economy system and the inconsistent measures, the pension system has some outstanding problems in the course of its operation. Among them are the existence of the pension insurance system, and institutions and enterprises implementing two different pension insurance system. There is a great difference for these two kinds of endowment insurance system in the mode of financing, treatment plan, hair method, management system, all sorts of institutional differences leads to many problems, such as human resources can not be effectively configurated, the gap between the treatment is so high that social fairness and justice is damaged, the aging of the population is a great financial burden for the government.Therefore, agencies and institutions and pension insurance system is imperative, the merger ultimately represent the general trend. From the perspective of the merger of the pension endowment insurance system reform of Xi’an city, the paper aims to put forward the basic path of Xi’an city of the merger of the pension system reform, and provide theoretical and practical support for the implementation of the merger of the endowment insurance system of government institutions and enterprises.Feasibility analysis of the merger of the proposed merger of the summary of the main research contents include:(1) introduce the research background and significance,domestic and foreign research status, main research methods and innovation points and deficiencies;(2) introduces the related concepts and theoretical basis of the merger of the pension;(3) expounds the history of the merger of the pension reform;(4) to analyzethe present situation of xi’an city, the merger of the pension;(5) points out the existing process of the merger of the pension reform problem in xi’an city;(6) in view of the existing process in xi’an, the merger of the pension reform problems and proposes the countermeasures of deepening the reform of the merger;(7) conclusions of this thesis are summarized and the future research are prospected.
