With the continuous development of geographic information system(GIS) technology,its application in the meteorological departments has become increasingly broad and deep. GIS software system has become an assisted software tool for processing,simulation, visualization of meteorological data and product-making. However,common GIS software platform mainly aim at the problem of conventional earth science, take less particularity of meteorology into consideration, and lack of meteorological temporal data model and spatial analysis methods, therefore, limiting the application of GIS technology in the meteorological sector deeply, and bringing much more inconvenience to the daily work of meteorological staff.Thus, the China Meteorological Administration and Super Map cooperated to develop meteorological GIS platform to solve the aforementioned problems, the platform is of spatial data engine of meteorology, data exchange, data display, data editing, thematic map production, spatial analysis of meteorological data, weather mapping and printing,data publishing, service aggregation and other common functions, but lack automated production module of professional intelligence.Intelligence is the main form that Meteorological Department services to public, and intelligence-making is the daily work of meteorological staff. In terms of meteorological department of agriculture, agro-meteorological intelligences(ten-day,monthly and disaster newspaper, etc.) are the main routine of agricultural meteorology,particularly, disaster intelligence requires high timeliness. However, the editing of agro-meteorological intelligence mainly by manual currently, which is of time-consuming and highly expertise demanded.An agro-meteorological intelligence function modules is needed urgently to generate intelligence automatically, to reduce the workload of staff of agricultural meteorology, and to enhance the efficiency and the level of meteorological services for agriculture.To address the problem above, through analyzing the relevant researches at home and abroad, basic ideas of generating agro-meteorological intelligence automatically was put forward based on basic data and processing methods of generatingagro-meteorological intelligence manually, the laws of Chinese language, and topological theory. Besides, the main research content, which is the study on technology of customizing template of agro-meteorological intelligence, was confirmed based on the basic ideas of generating agro-meteorological intelligence automatically to build implementation frame for restructuring agro-meteorological jargon and generate agro-meteorological intelligence automatically.This paper proposed the technological processes of customizing template of agro-meteorological intelligence through analyzing and studying foundation of meteorological GIS platform, basic data, database, spatial and temporal expression of agricultural meteorological elements, splitting and restructuring of terminology,software engineering and other related technical principles. The technological processes of customizing template of agro-meteorological intelligence are as follows:(1) under supporting of meteorological GIS platform, preprocessing of the raw data was completed.(2) Product of diagrams database, basic vocabulary database,knowledge base, model base and index library base were established through studying on designing database of customizing template of agro-meteorological intelligence.(3)Generating the associated words of spatial and temporal characteristics of meteorological elements chart was researched based on analyzing the characteristics of meteorological elements chart.(4) By analyzing the content structure of agro-meteorological intelligence, using Word secondary development, GIS secondary development and XML technology combined method to produce various content plugin of agro-meteorological intelligence managed by plug-in manager(the corresponding of key code provided).In editing mode template,a variety of templates of agro-meteorological intelligence were customized.In case study of making Monthly Report of Agricultural Meteorology of Guangxi in July 2013 to illustrate the customized method of agro-meteorological intelligence template, and how to customize agro-meteorological intelligence by using agro-meteorological intelligence template.Realizing real-time automated generation of agri-meteorological intelligence basically and improving the efficiency of document editing significantly.The study not only effectively solves the problem that grassroots lack professionaland technical personnel to compile agricultural meteorology reports and extends and improves the functionality of meteorological GIS, but also is one of the key technologies to push the process of scientific data services supported technology from paperless of data entry, electronic management, tabular of statistics, graphical of analysis, visualization of presentation to a new stage of service documentation.
