For developmental needs of Chinese agriculture, the irrigation district provides infrastructures to ensure food security. It’s a foundation of national economy and peasants’ wealthy. The construction of traditional irrigation district focused on the project itself with ignoring environmental influence, thus exposing a series of questions, such as water pollution and ecological unbalance. Because the developmental trend gets to propose new demands, the ecological irrigation district construction becomes a spotlight. What’s more, researching on the evaluation of ecological irrigation district has great significance to conduct the construction of ecological irrigation district, which does good to build a comprehensively harmonized and sustainable irrigation district.In this paper, the conception of ecological irrigation district is scientific, and it focuses on the comprehensive evaluation index system of ecological irrigation areas and the evaluation methods. The system consists of5first grade indexes, namely the environment of the irrigation areas, engineering support, socio-economic indicators, management and sustainable development, and7second grade indexes, which are ecological resources, the environment quality, flood control projects, water-saving irrigation projects, technology promotion, economic benefit and social influence. It also contains35third grade indexes.Meanwhile, fuzzy comprehensive evaluation method, entropy method, deviation maximization method, principal component analysis and gray correlation method are selected as the basis of the combination evaluation.The new model is based on the dynamic combination of shapely value, which can avoid the inconsistency of different single evaluation methods.10large irrigation areas (design irrigation area≥20000ha) are chosen. The results show that the evaluation model is feasible, and the combination of fuzzy comprehensive evaluation method, entropy method and deviation maximization method turns out to be the most reasonable one. Moreover, the final results are:h is the ecological optimization irrigation area, a is the ecological improvement irrigation area, b-g and i are ecological generality irrigation areas, j is the ecological degradation irrigation area. They are consistent with the actual situation, which indicates the valuation index system and methods are scientific and practical. Furthermore, the study suggests some emphasis of constructing irrigation areas.Nowadays there isn’t a consistent comprehensive evaluation index system of ecological irrigation areas and the evaluation methods. In this paper, it creates a index system of ecological irrigation areas (three levels:35third grade indexes---7second grade indexes---5first grade indexes) and the evaluation model. The new model is based on the dynamic combination of shapely value. What’s more, the results are consistent with the actual situation, which indicates the valuation index system and methods are scientific and practical.
