Forest is an important resource for human survival, and stand quality level determines the level of forest social economic value and ecological value, due to improper afforestation decision, effects of human disturbance and unfavorable natural conditions, resulting in low social economic value and ecological value of low quality and low benefit forest, carries on the transformation to the low quality and low benefit forest, to improve forest quality so as to improve the stand of social economic value and ecological value of the task is the focus of current forestry work. This paper by inefficient low-quality, Yueyang City, Hunan Province Fu Shou state-owned forest farm forest as the research object, using FIR low quality and low benefit of pure forest, defective forest of Cunninghamia lanceolata, low quality and low benefit masson pine pure forest of three different Four aspects the types of a total of 18 plots survey data, from the quality of the stand, stand site condition, ecological function of forest, forest community resistance to build low-quality forest evaluation index system, and the evaluation of the state-owned forest farm of longevity and three types of low quality and low benefit forest. Finally, low-quality forest evaluation grade of different grades of low-quality forest proposed transformation model according to the. Research methods include:brainstorming, expert consultation method and will will be outside the law by combining analytic hierarchy process and application of SPSS software, standard deviation and variance analysis method. The main purpose of this paper is to study the conclusions are as follows:(1) Low quality and low benefit forest evaluation index selection. Through brainstorming method, expert consultation method and in the method, several methods of combining the way of low quality and low efficiency forest evaluation index selection, the selection of quality of the stand, stand, stand, forest group drop resistance, a total of four indicators as determination of low quality and low efficiency forest ecological value and quality of the stand level indicators.
