Now, the Chinese government is aimed to turn the country into a moderatelyprosperous society in an all-round way. To achieve this ambitious objective, theChinese government needs to establish administrative ethical spirits that could reflectthe characteristics of the times, to improve and further standardize the administrativeresponsibilities and ethic, and to better reflect the tenet of ‘serving the people heartand soul’, on the basis of establishing a service-oriented government. Aservice-oriented government sets higher ethic requirements for the government’sadministrative and ethic development. To improve administrative and ethicdevelopment provides important ethic values for the establishment of aservice-oriented government, and consequently promoting the establishment of aservice-oriented government. Against this background, this study is intended toreview relevant domestic and foreign literatures, with the aims of expoundingrelevant contents associated with the administrative and ethnic development as partof developing a service-oriented government in China. This study adopts themethods of literature review, system analysis, and the unification of theories andpractices.This study is made up of five parts.This first part is introduction. Main aspects of this part include: a discussion of thesignificance of this study, an overview and summary of the state of art of relatedworks, an introduction of the research methodologies, and the research focus,difficulties, and contribution to knowledge.The second part describes basic concepts and theories of service-orientedgovernment and administrative ethic. It also discusses the internal connectionsbetween these two concepts: A service-oriented government sets higher requirementsfor the establishment of administrative ethic due to its inherent ethical attributes. Thedevelopment of administrative ethic also satisfies the ethic value of building aservice-oriented government.The third part describes the history of the development of administrative ethic inChina and overseas. It discusses the lessons learnt from Western countries’ practicalexperiences, and also appreciates China’s achievements in developing administrativeethic. Based on that, it further discusses the main challenges faced by the Chinesegovernment to further progress the development of administrative ethic, and possiblesolutions to redress these challenges. It strengthens the importance of further progressing administrative ethic development at present from the perspective ofbuilding a service-oriented government.The fourth part provides a detailed description of the administrative ethicdevelopment in China. Key elements of such a development involve the support andprotection of the public interest, the maintenance of fairness and justice, the abidanceof the values of public responsibilities, the upholding of the basic principles ofadhering to the law, service, high-efficiency, and honesty, the development ofresponsibility and ethic spirits in a new era, and the promotion of a comprehensivedevelopment.The fifth part discusses the approaches for further promoting administrative ethicdevelopment in China from both internal and external perspectives. It suggests thatwe should further promote the development of administrative ethic in China from apractical way. Such a way mainly involves the strengthening of moral and ethiceducation of the administrative body, the gradual improvement of the administrativebody’s responsible self-conscious and moral self-discipline, and the standardizationof the administrative body’s behaviors through a continuous improvement of themodel for developing administrative ethic in China.
