The Analysis On The Formation Mechanism And Evolution Process Of Regional Cultural Industries’ Cooperation In China

The progress of human civilization comes from the great historical practice ofhuman beings. From the formation of culture to the emergence of cultural industries,then to the regional cooperation of cultural industries, are all the products of humansocial practice. Since the "Promotion Plan of Cultural Industry " enacted in2009, themechanism of regional cooperation in cultural industries wad gradually builded, andthe development of regional cooperation in the cultural industry has entered a newperiod of strategic opportunities.Promoting regional cooperation of cultural industrieshave become inevitable choices to enhance the competitiveness of China s cultureand improve sustainable development of economy and culture.The essence of cooperation is win-win. To explore the regional cooperation ofculture industry, we should clarify the formation’s conditions,characteristics andevolution of cooperation. Starting from theories of industrial association, division oflabor, growth pole and so on, the paper draws on previous researches of regionalindustrial cooperation, then analyzing the basic provisions on regional coop eration ofcultural industries, and finds that regional cooperation of cultural industriesdevelopment has practical necessity for its existence. By building evaluation indexsystem of regional cooperation in the cultural industries and using the method o f graycorrelative analysis, the paper measures the regional cooperation of culturalindustries conditions about eight comprehensive economic zones internal system.From the analysis results, economic zones in the east coast and north east etc., have ahigh degree of cooperation. They are the main gathering area of cultural industries.On the basis of the above, the paper investigates the driving factors how thecooperation formed, which including natural driving force, the internal driving forceand external driving force. From the situation how eight regional comprehensiveeconomic zones cultural industries developed, it finds that factors such as industrialpolicy, technology innovation, play an important role in the formation process ofcooperation. The selection of cooperative behavior is determined and implementedunder the conditions of interaction and game with each other. The analysis shows thatestablishing concept of indefinitely cooperation, designing related system,establishing distribution mechanism and stable relationship of trust interests ofregional cooperation is an effective way to achieve a balanced cooperation. Development of regional cooperation is a broad and in-depth form, and is a long-termprocess. The scope of their cooperation gradually expand in space with the continuousdevelopment of the productive forces. The development of regional industrialcooperation will go through three stages: local cooperation, comprehensivecooperation, and integrated development, then making the evolution phase analysiscombing with cultural industries cross-regional and cross-industry development inHunan.Finally, on the basis of the previous study, this paper proposes some advices topromote regional cooperation in cultural industries from four aspects: governmentpolicy support, adjust and optimize the industrial structure, foster clusters of relatedindustries, establish a good level of industrial cooperation and cultural environment.These can help to achieve the purpose that let the theory to guide practice.
