Research On China’s Soft Power Under The Perspective Of Cultural Security

After the cold war, the rise of globalization has strengthened the complementary, relevance and dependence between countries. The global economic integration and regional economic integration are the concentrated reflection of globalization. However, globalization is not only the problem in the field of economy, but also widely involved in political, social, and cultural and other fields. The category of international competition is not only stay in the field of economic and military, etc, but also extended to the fields of culture which fields that we can’t imagine in the past. Therefore, national security issues also spill over from the traditional military security, political security and other fields to non-traditional security fields, such as social, economic and cultural security.Moreover, America gradually walks to decline from the collapse of the Bretton Woods System. Although Soviet Union went for a sudden destruction, after the post-cold war the structure of "one superpower" did not mean that America has recovery to his status after the World War II. As the international power is a constant factor which decided that power competition between countries is a zero-sum game. Therefore, the rise of China, Russia and other countries speed up the United States power decline. While in the trend of globalization, the rising of the district powers and the transform of the international power set lots obstacles for America to build a "unipolar hegemony". However, America still indicated his intention to lead the whole world, and he thought that to maintain his hegemony is his fate. So researching "Soft Power" has making waves in the field of America political."Soft power" is a political theory which relative to the "hard power" likes territory, economy and military. It mainly refers to the assimilation power to other countries and mainly consists of the cultural attractions, ideology and international. That is to say, under the situation of hard power decline, the US-led western powers actively adjust their foreign strategy, and they attempt to use soft power to maintain its hegemony status. These strategies are "cultural strategy" which Gramsci and Said called it "cultural imperialism". Western countries’"cultural strategy" caused serious threat to national security of developing countries, and challenged the national culture and cultural sovereignty independence; China can also not escape from the influence. In the background of western power’s cultural strategy, serious cultural security problem still exits in our country.Culture is an important source for national development, and soft power is the key strength to maintain national security. Culture is the premise for national development and the basic guarantee for national security. The construction of national soft power is good to cultural security, national identity and national image. In this circumstance, to enhance our national soft power becomes more significant than ever before. If we want to safeguard the cultural security, we must strengthen the construction of our soft power and comprehensive strength. While there still lots of problems in this process, such as the lacking of cultural innovation, the imperfect of culture industry. So we have to enhance the innovation of culture, realize the modernization of the traditional culture and develop the cultural industry to improve the strength of the culture. Lay a stable foundation for national soft power and to maintain cultural security of China.
