Function Of The Government In The Effective Supply Of Rural Public Culture Products Research

In recent years, the government continues to accelerate the pace of rural culture construction. At the Third Plenary Session of the Eighteen Central Committee proposed comprehensively deepen the reform goal, the transformation of government functions in a more prominent position, fully and properly perform government functions, to further establish and improve the modern system of public cultural services, the construction of cultural power, let all the people share the fruits of development. In the present, the farmers demand for public cultural products continues to increase, attracted many scholars pay more attention to and study the problems of rural public cultural products effective supply, effective supply of rural public cultural products for the prosperity of the village, provides the source power to keep the spirit of the new rural construction. Effectively perform the functions of government to further improve the efficiency and quality of rural public cultural products, in large part can effectively alleviate the farmers growing cultural needs. Therefore, the government needs to urgently improve the ability of rural public cultural products supply at present.In this paper, the effective supply of rural public cultural products as a starting point for the study of the functions of government perspective, to explore and improve the government functions in the supply problem. To comb and combined with the available literature WuXuan xian "three for" cultural corresponding engineering actual situation analysis, the author believes that the government in rural public cultural products supply function to perform, in the following aspects:Lack of co-ordination and supply of scientific rational planning; Local government function transformation to be; Supply of funds lack of effective supervision; Rural culture introducing and training talent needs to be strengthened; Effective supply level is not high. Aiming at the existing problems, the author puts forward the effective path to optimize and improve the government function in the supply of:Strengthen the overall planning function effectively alleviate the contradiction between supply and demand; enhance the supply of funds and effective supervision; Transformation of local government functions:changing the regulatory model to service, to helm the paddle shift, to a limited type of versatile transition from supply-led to demand-led transformation; Strengthen cultural cultivation and introduction;actively building performance-oriented government, increase the effective supply level. Some countermeasures and suggestions presented in this paper, in order to optimize and improve the supply of government functions, and then research to find space for the next innovation.
