In the late1990s, there were few countries that could stay awake on this issueeven on a worldwide basis, that was, in the modern information-oriented society, thecreative ability of cultural resources and cultural products’ forms was playing adominant role in the national economy and the fate of the society. Even so is the caseamong the countries, there would be fewer individuals that could be aware of theimportance of cultural and creative industries towards the development of theircountries.In the current philosophy and practice of cultural and creative industries, onecommon doubt that is shared among people lies in the fact that, as we have had theconcept of cultural industries, why do we put forward the concept of cultural andcreative industries which put people into many ambiguities? In fact, the cultural andcreative industry is a more advanced form compared to the development andinnovation of traditional cultural industry, which is not only a product coming outwhen the cultural industries have been developed into a new stage from the initialstage, but also the inevitable outcome appearing when the adjustment and upgradingwithin the cultural industries and the industrial management have broken through theoriginal boundary. Therefore, as a result of continuous development of new industrialformats, the transfer of industrial key points, strong demand of industrial integrationand ceaseless leaps in the industrial management, the original concept "shell" for thecultural industries has been finally broken, thus calling for the birth of a newindustrial concept.This paper mainly takes the development of cultural and creative industries inXinjiang as the research object. With its unique geopolitical position, naturallandscape and13native minorities, Xinjiang has a rich cultural soil and diversecultural elements to nourish the colorful natural and human environment that cannotbe copied. Almost accessible language, culture and customs between many cross-border minorities and their neighboring countries have also provided Xinjiangwith the inherent market advantages that are not equipped elsewhere for thedevelopment of cultural and creative industries. From the perspective of thedevelopment mode of cultural and creative industries in Xinjiang, this paper mainlystudies the status of ethnic and cultural resource development and analyzes hownational cultural and creative industries can rationally explore the ethnic and culturalresources in order to improve the competitiveness of the ethnic region, hoping to findout a mode which is suitable for the development of cultural and creative industries inXinjiang, and whereby transforming Xinjiang’s national cultural resource advantagesinto economic advantages and favorable conditions for the development of culturaland creative industries, of which the direct effect is to foster the employment, increasethe income of local people and improve people’s living standards; from the long-termperspective, such transformation can also open people’s minds and change theirtraditional ideas so that Xinjiang’s economy is able to enjoy a leapfrog development.Based on the situation of Xinjiang, and by absorbing and learning relevant ethnicand cultural theories as well as theories about cultural and creative industries, thispaper employs the systematic research method and strives to have a morecomprehensive and in-depth research on the inheritance, conservation anddevelopment of Xinjiang’s ethnic and cultural resources as well as the developmentmode of cultural and creative industries.
