Higher education in our country has entered a period of unprecedented development since the Ministry of Education announced the beginning of expanding higher education enrollment at May, 1999. The project provides more opportunities for students nationwide to enter universities and accept higher education. The wide spread of education has brought significant influence on the improvement of personal qualities and promotion of people’ educational degrees. The gap of educational level between our country and English-speaking countries has also been greatly narrowed down with the rapid development of higher education.Enrollment policy alters "Elite Higher Education" to "Mass Education". However, higher education is still different from occupational education. Higher education aims to cultivate professionals in different special fields. Though Academic College students majored in Music, Physical Education and Fine Arts are an essential group of higher education, their literacy course studies has not drew most teachers, especially English teachers’ attention. This Long time negligence on those students’English study results in their low English learning motivation and study efficiency.With the development of psycho-linguistics and foreign language teaching and research, more and more researchers pay attention to individual factors affecting student learning ability in English, including intelligence, language learning ability, cognitive style, personality traits, learning strategy, motivation, age, gender, etc. The majority of researchers hold the view that motivation is the most active and direct factor on English learning among all the individual factors. Therefore, inspiring and developing students’ motivation to English study is an important means to promote Music, Physical education, Fine Arts majored students’ English learning effect.
