Since the 20th century, knowledge has been increasingly developed with the development of technology, especially electronic technology. The unprecedented "information explosion" and "knowledge explosion" exist all over the world. New knowledge has been emerged exponentially, and the update cycle of the scientific knowledge has been greatly reduced. The knowledge economy caused by the rapid update of knowledge and its resulting organic integration and dramatic transformation of social structure are brining human beings to an unprecedented new era of knowledge society. Knowledge society will have "Copernican" impacts on the whole society's lifestyle, production mode, way of act, mode of thinking, and even politics, economy and other areas, and the education will inevitably make a proactive response to it. The school education will undergo a profound reform from educational philosophy to means of education, educational content, educational pattern, educational system, and educational method, and the key of the reform is to fully enhance the independent learning ability of the learning subject. For this purpose, this thesis conducts the survey of the independent learning status of students majoring in Fine Arts in three types of Chongqing universities (key universities, provincial universities, and local universities), the results show that the total score of independent learning level and scores of various dimensions (self-regulation, content & environment, learning strategy, and learning motivation) of university students majoring in Fine Arts are not high. Regarding the total score of independent learning level and various dimensions, the student source (rural or urban), whether only child or not, and so on have no significant impacts on the independent learning level; however, university, grade and so on have significant impacts on the independent learning level whether from the perspective of total score or various dimensions. In order to fully improve the independent learning ability of university students majoring in Fine Arts, this study puts forward the following three strategies:firstly, universities should create a good learning environment that is conducive to the independent learning of students, and motivate the self-development consciousness of students from the perspective of management; secondly, teachers should have modern education concepts, lifelong learning ability, information accomplishment ability and the ability to grasp network technology; Thirdly, the independent learning ability should be fully improved through changing the self-plan, self-observation and self-evaluation of the learning subject.
