As an important educational subject, fine arts education plays a special role which is different from the moral education, intellectual education and physical education. It is an educational activity to enhance people's overall quality including esthetic quality and cultural refinement.Higher pedagogical fine arts education is based on the intermediary of art and conducted by the method of education to deliver some art knowledge and skills to the students. Through the art teaching, the students'morality, aesthetic ability and creativity will be nurtured and trained, and the artistic culture will be developed and popularized. It also means the humanized education among the basic education in primary and middle schools. The objective of education is not the art itself but to improve the students'characters and to comprehensively and harmoniously develop the students'overall quality.As the combination of art and education, higher pedagogical fine arts education is based on the fundamental education to cultivate ordinary fine arts education talent for the basic education and quality education in primary and middle schools. It is closely connecting with the courses and the students in primary & middle schools, acting as the bridge between quality education and primary & middle school students. This requires that normal universities and colleges should offer education services based on the needs of ordinary teaching talents of art to train their knowledge, ability and quality. At present, with the development of the society, higher requirements are raised upon the art teaching talents. Consequently, the higher pedagogical fine arts education should also develop further so as to meet the market demands, to solve the present various defects and inapplicability. Moreover, changes are required in the editing, arrangement and presenting styles of textbooks, teachings'teaching strategy, and the questions for exam and assessment etc.For a long time, many experts and scholars have been probing into the development of higher pedagogical fine arts education. In this paper, based on some theories, in combination with the actual investigation, it studies the actuality and developing tendency of higher pedagogical fine arts education. This paper also tries to reach a scientific and objective understanding on the higher pedagogical fine arts education and to improve the shortcomings existing in the fine arts education system. The significance of this research lies with its in-depth investigation on that if the talent cultivation and curriculum setting of higher pedagogical fine arts education meets the demand of primary and middle schools. The various factors and truths restricting the higher pedagogical fine arts education are investigated. Meanwhile, some suggestions and ideas on the curriculum setting are proposed based on the result of analysis so as to unify the theories better with the reality. This paper consists of four chapters:Chapter 1 reviews the history of fine arts education, and finds out the outset of fine arts education, the features and laws in its development. Based on the lessons learnt from the past experience, some references and basis are given to the present and future development of fine arts education.Chapter 2 analyzes the actuality of fine arts education and concludes the features. The interior and exterior reasons are studies for the existing problems. At the same time, this chapter also proposes solutions to the problems in order to reform and improve the higher pedagogical fine arts education and promote the development of fine arts education.Chapter 3, which is the key chapter of this paper, probes into the connotation of higher pedagogical fine arts education after summarization of the natural attributes of pedagogical education. Based on the existing curriculums, reasonable integrated adjustment and optimization of the previous curriculum structures are advanced to try to reconstruct the curriculums innovatively. The technical curriculums, theoretical curriculums, and educational curriculums will be integrated in a reasonable way so as to make better use of the limited resources.Chapter 4 is about the forecast and predication of the future developing tendency of higher pedagogical fine arts education. This chapter also explores the direction for the reformation and development of fine arts education suitable for the new times. The ideas proposed in this paper mainly cover the following points:1. to carry forward and protect the local culture by using the advantages of pedagogic subjects; 2. the integration of art-related subjects under the tendency of pluralism; 3. self-development and innovation of the present pedagogical fine arts education.This paper is wrote based on the author's personal experience, literature research and on-site investigation in domestic pedagogical colleges, and documents review to analyze and study the actual situation and developing tendency of higher pedagogical fine arts education. In combination with the present requirements and demands on talents by the society, the data from the investigation and analysis are used reasonably so as to have an objective and comprehensive understanding on higher pedagogical fine arts education, to improve the existing defect in fine arts education and to maximally display the advantage of higher pedagogical fine arts education. Based on these findings, this paper has extended its research to make reasonably predictions on the curriculum adjustment and developing trend of higher pedagogical fine arts education.
