English translation of the words with Chinese characteristics is the main part duringChina’s communicating with the whole world in the field of economy and culture. The wordswith Chinese characteristics refer to the terms used to describe Chinese unique items, whichcontain special culture, historical and political tradition.The Report on the Work of the Government as political documents containing thecondition and guidelines of our country, holds an important status in international affairs,which means the translation should be accurate. Meanwhile, it brings more difficulties fortranslators, as there are plenty of terms with Chinese characteristics showing our uniquehistorical culture in the Report.This article studies English-to-Chinese translation of terms with Chinese characteristicsin the Report on the Work of the Government, from the perspective of German FunctionalistTranslation Theory. It is composed of four chapters. Chapter1briefly introduces the object ofstudy—terms with Chinese characteristics which reflect Chinese politics, customs andtraditional culture. Chapter2explores the qualities of terms with Chinese Characteristics andReport on the Work of the Government, as well as relevant theories of German FunctionalistTranslation Theory. Terms with Chinese characteristics are full of cultural and political color,keeping pace with time closely. Wording in Report on the Work of the Government is undercareful and precise selection, which is concise but comprehensive on account of the specialcontents and audience of Report on the Work of the Government. Teleology is the core theoryof German Functionalist Translation Theory. The theoretical basis is the “behavioral theory”and the translation principle is object principle, faithful principle and coherent principle.Chapter3illustrates the problems encountered in translating these terms in the Report fromthe Skopos Theory perspective and the translation strategy contains literal translation, liberaltranslation, amplification and omission. Chapter4concludes this article by summarizing. Fora translator, rich cultural background knowledge is indispensable, and flexible translation skillis also necessary. Under appropriate combination of these two points, the translation of termswith Chinese characteristics can be carried out successfully.
