With the development of “Globalization” and “Integration” in the fieldof global economy, the era which witnesses the great scale of economicdevelopment, commodity circulation and personnel mobilizaiton has come. In orderto better serve the economic development, every nation, region and nationalityhave been clearly aware of an unavoidable question, which is how to realize theintegration of different cultures through language communication. Consequently,the analysis and investigation on the important role played by the bilingualeducation during the integration of multiple cultures have drawn more and moreattention and devotion.Faced with the advent of the unprecedent development, to achieve thecomprehensive, coordinated and regular development of bilingual education inXinjiang will be of important strategic significance for the continualadvancement of economic development, the promotion of multi-culture integration,the sustainable social and political stablization, and the realization of ethnicsolidification and common prosperity in Xinjiang, which is a typical region ofmultipe nationalities, multiple languages, multiple cultures and multiplereligions, and is also a typical ethnic, remote, poor and major developing regionin China.Nowadays, Ili has become the largest border city opening to the outside innorth-west part of Xinjiang, and is also an important transportation hub, openingport and international logistics center which bridge China to middle Asia andEurope market. As an important talent reservation and intellectual resource forthe promotion of Ili development, Ili normal university will play a major rolein intelligence support and talent safegurad under the new situation of Ilidevelopment. How to take full advantage of regional development to build up aneffective bilingual education model for minority ethnic groups with localcharacteristics and multiple cultures integration has become one major strategicobjective of Ili normal university, which is even one of the major objectiveof education development in Ili region.Based on the particularity and development model of bilingual education ofXinjiang higher pedalogical school, with the bilingual education of Ili normaluniversity as the empirical research objective, and combined with the relativetheoretical research and the author’s detailed investigation, this essaysummarizes the effective model and concrete measures to implement bilingualeducation in Ili normal university, which include promoting the integration ofmandarian Chinese teaching and disciplinary teaching through teaching modelreform, strengthening the teaching faculty construction, enhancing themandarian ability of minority ethnic students through class teaching modelreform, setting disciplines and selecting teaching materials scientifically,developing native language teaching materials with great efforts, creatingbilingual study circumstance and scientific evaluation system of bilingual education. Last but not the least, the essay also puts emphasis on the importantstrategic enlightenment of the government support, regional basis, regionalfoundation, featured development model and route selection during the promotionof bilingual education in Xinjiang higher pedalogical school.It is of particular theoretical and realistic significance to analyze thebilingual education devemopment of Ili normal university, which represents theXinjiang higher pedalogical schools, and put it into the overall situation ofnational bilingual education development. This analysis can not only providereferences for the bilingual education development of Xinjiang and other borderregions with minority ethnic groups, but also is a positive attempt to probeinto the inter-relationship among rapidly healthy development of economy, socialstablization and solidication, and promotion of bilingual educationdevelopment.
