In recent years, cultural industry has been internationally recognized as a sunrise industry whose status in many developed countries has moved from the periphery toward the center of the economy gradually. What’s more, with the development of high-tech and its application in the field of culture, cultural industry not only creates considerable economic benefits, but also has become an important engine driving economic growth, being the most concrete and most intuitive index in evaluating a country’s international competitiveness. At the same time, cultural trade on a global scale by the rise of the culture industry is also flourishing.The party and government have proposed to attach great importance to the development of cultural industry in many conferences and reports. From2003to2013, Chinese total amount of cultural products has increased from$609.2million to$2741.4million, with an average annual growth of16.2%. The total amount of cultural services has increased from$105.1million to$956.4million, with an average annual growth of24.7%. Although the total amount of cultural industry continues to rise with optimized structure of the export of cultural products and increasing quantity of cultural companies, there still exist some problems. For example, uneven development of industrial areas, insufficient extension of industrial chain and small scale of enterprises.Therefore, the purpose of this paper is to improve own problems, absorb the advanced experience and enlarge the share of international cultural market on the basis of existing advantages. So that China will become a powerful country in cultural industry with the international competitiveness being enhanced.Firstly, on the basis of a comprehensive analysis of the current situation and problems of the cultural industries, cultural products are divided in more detail. This paper assesses the international competitiveness of cultural industries more clearly and accurately combined with IMS, TC and RCA index. It finds that China has a strong international competitiveness on crafts, design etc. but video and other products are at an unfavorable position. In addition, it offers more reasonable choices of cultural product and market to enhance the international competitiveness of cultural industry by the similarity of export products and export markets index.Secondly, the United States, Japan, South Korea as developed countries in cultural industry and important trading partners of China, each has a representative cultural industry. Therefore, the paper selects the three countries as comparison objects to analyze the differences between the cultural industry chain, personnel training, technology research and capital investment to find a breakthrough path of improving the international competitiveness of China. Especially, the cultural industry chain is analyzed in detail. Through the comparison of American film industry chain, Japanese animation industry and Korea online game industry chain, it finds that China should strive to strengthen the development of high value-added sectors, such as cultural derivatives and independent research and development of cultural products.Finally, this paper puts forward some suggestions to enhance the international competitiveness of cultural industry from angle of government, industry and business.
