Research On Government Responsibility In The Construction Of City Community Culture

The community culture construction is the important content of the social development and the basis for building a harmonious society. The development of community culture lag directly hindered the social reform, the stability and the pace of development in China. There is not only theoretical foundation of the culture construction and community development, but also the urgent need of political and economic system reform of our country, defining the responsibility of government in city community culture construction, satisfying the needs of the people for cultural life and the rich spiritual life of residents, perfecting the diversified development of culture construction, improving the level of community culture construction, the maximum to meet the material and cultural needs of residents. At the same time, this is a necessary condition to do grass-roots work and to enhance the reform of grassroots construction and to realize the all-round development of human being. It has very important practical significance to improve the community image, enrich their lives, to resolve social contradictions. According to our country community culture construction situation, to some extent, we have achieved effective development, but there are still a lot of problems. Therefore, this is a need to explore the issue to define the responsibility of government in the construction of community culture.Based on this, this article follows research ideas of theory to practice and general to specific. First, it explains the meaning of community culture and government accountability theoretically. It uses comparative analysis method to propose concrete manifestation of the city government responsibility in cultural community construction: macro guide responsibility; plan and standardize the responsibility, investment responsibility, public resources supply responsibility, organization and management, supervision and control responsibilities. Then, it summarizes the current absence of government responsibility in the construction of community culture according to the status quo of community culture construction in our country, mainly in decision-making, regulatory, financial and propaganda aspects. Further it explores the specific reasons for the problem. Then, it uses methods of literature analysis, empirical research and system analysis to analyze and explore the cultural construction and government responsibility of foreign community in developed countries. Mainly in the United States, France, Japan, as an example to obtain experience and enlightenment for the Chinese government to complete its responsibility: strength the government’s support for policies, increase capital investment, realize the diversification of investment, attach great importance to the construction of social organizations, attach great importance to the community culture management and fully recognize the importance of community cultural construction. It explores the design of framework for strengthening the government responsibility in promoting the construction of community cultural policy according to the necessary of the diversity law. It proposes to strengthen the Government’s planning guidance for community cultural development, improve the supervision and management system, building responsible government, increase government investment and other policies. It indicates direction to further improve the government’s responsibility.Considering current academic discussion in China mainly focus on the supply of community public goods, the construction of community culture and the lack of community culture, whereas researches on government’s responsibility of the construction of community culture is less relative to them. In this paper, we take the perspective of government responsibility in the community culture construction first, make use of systematic thinking about the management policy. Through a more open field of vision, we has conducted the exploring research to the effective fulfillment responsibilities of government and to accelerate the construction of community culture. Then, based on the specific location of the government responsibility, we put forward some corresponding policy suggestions. The shortage is that field research is relatively difficult which makes it impossible to deepen the excavation and interpretation of the government responsibility of the city community cultural construction; meanwhile, the researches on quantitative analysis of the policy framework and the intensity of policy enforcement are insufficient.
