It’s a long history of foreigners’ employment, from “Ke-Qing”, “foreign technicians” and “foreign consultants” to foreigners’ employment in the Beijing Government of the Republic of China, full of historical factors. The internal and external political chaos in the Beijing Government of the Republic of China and groping forward on the way of modernization, concerning the normal needs of diplomatic exchanges,modern enterprise need all kinds of advanced talents, and the needs of financial empty and political struggle, the government hired a lot of foreign talents. The Beijing Government of the Republic of China when it’s in semi-colonial and semi-feudal society was limited by foreign powers in every inspects; so it’s no strange to hire foreigners.The Beijing Government of the Republic of China had its own basic principle and way of the introduction in hiring foreign talents. Yuan Shikai advocates introducing of foreign talents. It was been supported and inherited. It not only reflected the needs of the historical and realistic necessity, but also highlighted the government paid attention to when introducing foreign talent talented person’s true ability. The employed foreigners were based on the contract management. When they were hired, the employers signed the contract with the employees, stipulating the specification of foreign staff in all kinds of daily responsibilities and obligations in details, and Improving the value of hiring foreigners talents effectively. The Beijing Government of the Republic of China introduced foreigners by a variety of ways, which waded range of foreigner sources。The professional category of foreign employees is various, almost penetrating into every corner of the modernization.The management on the employed foreigners’ reflected the progressive of history. It had specification of the implementation of the strategy from engagement management, discharge system, daily management to rewards and punishments system. Giving priority to in order to pay for all kinds of disputes, the Beijing Government of the Republic of China negotiate with the department and the ministry of foreign affairs and the outsiders or my motherland consular employed in consultation, seeking appropriate solutions in accordance with the provisions of the contract, according to the factual situation.But when it’s low international status, the Beijing Government of the Republic of China had to compromise to foreigners, reflecting the era characteristic.Foreigners’ Employment in the Beijing Government of the Republic of China had its own characteristics, comparing with the government of Qing-Dynasty.
