Research On The Development Of Traditional Culture Of Huinan Community In Shanghai From The Perspective Of New Public Management

With the changes of the times and the changes of social structure,the city plays an increasingly important role in social development and human progress.The cultural development of the city has become an important part of human civilization and urban development.China's excellent traditional culture not only runs through the party's ruling thoughts and ideas,but also provides the soil for the political and cultural development of the whole country.It is also the ideological foundation of every generation of Chinese people,and deeply affects the thinking and words and deeds of every society.There are more and more urban people in modern society.The community is an important component of modern urban society.It is the soil for cultural development.The development of traditional Chinese culture with the community as the carrier is close to people's life and is an important part of urban cultural development.Part of urban development research.Shanghai has thoroughly implemented and implemented the spirit of the 19 th National Congress of the Communist Party of China.In terms of cultural development,it has formulated the strategic goal of fully launching the "Shanghai Culture" brand from 2018 to 2020.Under the guidance of socialist ideology,government departments have fully played a leading role in integrating society.Resources,promote social participation in the development of cultural industries,and set a total goal of 13% of the value-added industry in 2020.Through the full development of Shanghai Red Culture,Shanghai Culture,and Jiangnan Culture Brands,the citywill become a cultural tourism developed city.And achieve the strategic goals of an international cultural metropolis.Taking the Huinan community in Shanghai as an example,this paper fully studies the role of the government in the development of public culture,studies the inheritance and development of the red culture of Huinan community,the inheritance and promotion of the art culture,the protection and utilization of traditional architecture and landscape,and the development of folk culture.Under the guidance of the new public management theory,through the practice of person interviews and questionnaires,the results of government-led traditional cultural development and services led by the government were investigated,and the following conclusions were studied and summarized:(1)The status of traditional culture development in Huinan community: The red culture inheritance and development under the guidance of government management thoughts is effective,conveying red ideas to the citizens,promoting the red spirit and triggering the patriotism of the people;the art culture under the government culture construction policy is full of Vitality,traditional art culture is deeply loved by the people and developed vigorously;the traditional building protection and utilization under the government urban management strategy is insufficient,and it is necessary to further improve the support of laws and government policies;the folk culture of the government's innovative service mode is booming.The development of community culture and economy needs to be further developed while maintaining.(2)The inadequacies in the development of traditional culture in Huinan community include:the imperfect public service system,the backward public business operation mode,the lack of a matching market access system,and the disconnection of government management talents.The reasons for the analysis of the problems mainly include the unclear government public cultural development indicators,the government's public cultural management bureaucratic thoughts,the lack of government public cultural development,and the lack of professionalism of public cultural service talents.(3)The development of traditional culture is the top priority in the development of urban culture.One of the nine important tasks of Shanghai's 13 th Five-Year Cultural Development Goals is to build an excellent traditional cultural heritage system and to promote and utilize excellent traditional culture.Based on the results of interviews and questionnaires,aiming at the shortcomings in the development of traditional culture in the community,combined with the new public management theory,it proposes to improve the public cultural service system,adopt the new public management operation mode,improve the supporting market system,and integrate government management talent resources.The countermeasures suggest to promote the better development of the urban community public cultural industry.
