As China is becoming stronger and stronger, Chinese language plays a more and more significant role in the international politics and economy, so more and more countries and people are eager to learn Chinese and know Chinese culture. The related research of Chinese international promotion also tends to develop deeply, among which the investigation and analysis about the current situation of Chinese language teaching in various countries around the world is accounts for the vast proportion. China has set up 40 Confucius Institutes and 10 Confucius Classrooms in 32 African countries, but there are still 21 countries without any Confucius Institute or Confucius Classroom. So in order to change the situation, it is necessary to study the current language situation of African countries.This thesis focuses on Rwanda, which is located in the east Africa, based on related theories about language planning, and probes into the influential factors of Rwanda’s language planning and the current situation of Chinese language promotion under the multi-lingual background of Rwanda. This study attempts to answer the following questions: “Whether Chinese language can adapt to the linguistic Eco-environment of Rwanda or not?” “What are the current situation and problems of Chinese language promotion in Rwanda?” According to deep analysis and research, the author finds that Rwanda’s language planning is influenced by quite a few social factors, such as economic and political aspects, the widespread application and usefulness of English and so on. In sum, Rwanda’s language policy is inclusive to Chinese language, which means Chinese language is able to survive and even attract more learners in Rwanda’s linguistic Eco-environment.During the course of the study, quantitative and qualitative analysis are adopted to research on the topic, including methods of questionnaire, interview, chart, etc.. Firstly, by means of reading a lot of literature home and abroad and relevant electronic documents, the author studies and summarizes the historical evolution of the Rwandan language policy and the various influential factors of Rwanda’s language planning and finds that the current Rwandan language policy is quite inclusive to Chinese language. secondly, the author randomly distributes questionnaires to 60 Chinese language learners in Kigali Institute of Education(renamed Rwanda Institute of Education in October 2014), which aims to understand the characteristics of Chinese language learners in Rwanda and the current situation of Chinese language teaching; at the same time, the author also randomly chooses another 60 people, who do not learn Chinese to distribute questionnaires, in order to investigate their attitudes to Chinese language promotion in Rwanda. Finally based on the two aspects above, this study finds out some problems that Chinese language promotion in Rwanda is confronting.By careful analysis and research, the author finds that Chinese language promotion is faced with the following problems, such as the unitary teaching pattern, lack of unified standardized Chinese textbooks and communicative situation for Chinese use, acute shortage of Chinese language teachers and the weakness of theoretical research on Chinese teaching in Rwanda. Based on the problems above, the authors holds that the Confucius Institute in Rwanda should spare no effort to incorporate Chinese into Rwanda’s national education system, strengthen the teaching management and regulate the teaching process,cultivate local Chinese teachers and add Chinese teaching locations, adjust teaching contents and compile suitable Chinese textbooks based on the practical situation, enrich cultural activities to attract more Chinese language learners, and emphasize the academic research in Chinese teaching or Chinese language promotion in Rwanda. More attention is ought to be paid to the change of Rwanda’s language policy, in order to find out effective theoretical support and factual basis to formulate strategies of Chinese language promotion.
