Diplomatic speech is not only a window through which the foreign countries can get a better understanding of China’s ideas of politics and economy but also the most efficient and direct way to do the publicity work. In order to response to the Culture Stepping-out Strategy and to enhance national soft power, modern diplomacy of our country bears a responsibility of culture transmission in addition to merely publicize the politics, economy etc. The political terms with Chinese characteristics are expressions of China’s ideology, language and culture as well as the essentials of our nations’ and our leaders’ political philosophies. The political terms have always been the most difficulties part for interpreting in the diplomatic speeches both to the interpreters and the Medias. During diplomatic speeches, as an essential role, interpreter bridges the audience and the speaker bearing the responsibilities of accurately conveying information with the underlying purpose for the culture transmission. However, in the process of diplomatic speech interpreting-a cross-culture activity, in order to make the speech thoroughly understood, the appropriate translation theory and tactics are important.With the purpose of analyzing the strategies for interpreting the political terms with Chinese characteristics, this thesis, using the Skopos Theory as a guideline tries to find a more appropriate and efficient way for statics sorting. This passage is comprised of six parts. The first chapter gives an introduction to the objectives and significance of this study. The second chapter aims at demonstrating the novelty and feasibility of this study. The third chapter mainly describes the Skopos Theory as well as its development. For a better understanding, chapter four deconstructs the two objects-diplomatic speech and political terms by the guidance of textual function and the three principles of Skopos Theory. Chapter five tells how to use Skops Theory to guide the interpreting actions through case analysis. The final chapter summarizes the achievement and shortage of this study as well as its prospect. This thesis tries to study the relatively new object-political terms with Chinese characteristics, using a relatively complete theory-Skopos Theory as theoretical guidance for diplomatic speech interpreting. Besides, the study renews the application of Skopos Theory in political discourse. Hopefully this study can contribute to the improvement of national soft power.
