In recent years, creative industries have rapid development in China. Creative industries are new service with high added value and strong radiation by development and application of intellectual property rights. Culture from personal wisdom and skills and information technology are the carrier of creative industries. Intellectual property rights are the core of these industries. Creative industries can be divided into two categories: cultural and creative industries and technological and creative industries. The research shows that the creative industries are kinds of new service industries, including cultural creative industries and technology creative industries, and these core value is the intellectual property rights. Compared to other industries of intellectual property risks, creative industries’ intellectual property risk is greater, uncertainty and more destructive. According to the national standard for risk management of intellectual property rights, the creative industry implementation of intellectual property risk management, the system framework of the risk management objectives, organization management, resource management, information communication mechanism, risk culture and risk management procedures, the construction principle, including a product value maximization, global market and permeability. Creative industries of intellectual property risk management procedures include improved four stage of risk factors, risk assessment, risk control and risk, the risk assessment is divided into three steps: risk identification, risk analysis and risk evaluation, risk control measures into risk aversion, loss control, risk transfer and risk retention. There are a lot of problems in the intellectual property risk management of creative industries in China, and the corresponding countermeasures are required.
