The Study Of Grassroots Policy Management

From 70-80s of the 20th century, a wave of government reform rose in Western countries, which caused the well-known "new public management movement". During this period, some economic theories and business management methods are introduced into and had a significant affect on the reform of government administration. Under such background, the new management idea was also introduced to policing administration, and made a series of remarkable results.In China, the current policing administration system is the outcome of the planned economy and still has many classical characteristics of the traditional economic system. Such a system, at present, is clearly hard to adapt to the complicated Social security situation, and seriously restricts the policing functions. In this circumstance, with the increasing needs of policing administration reform, domestic academic community started to explore the relevant theoretical research, and the police forces also made a series of attempts on adjusting and improving the management according to the practical situation. These attempts achieved some visible progress.With the rapid economic development and social transformation in China, the number of criminal cases increased year after year. Due to some historical reasons, the functions of the grassroots police organs could not be effectively stimulated under the current system of administration and police management. This results in a lack of work enthusiasm and initiative for the grassroots police officers, and also a lack of work efficiency and energy for the grassroots police organs. Therefore, to meet the deepening reform of government functions and the requirements for building a harmonious society, it is much important to promote the reform of grassroots police management, to stimulate the vitality of grassroots police officers, and to advance the standardization of grassroots police forces.This article selects S department of Lanzhou Municipal Public Security Bureau, a grass-roots police department with a short history, as the main study case. By analyzing the related theories and practices of the police reform in some developed countries, and by learning from the successful management reform experiences of other domestic provinces, this article studies the current status and characteristic of S department in policing administration, explores the key reasons of its poor management and effectiveness, and then puts forward some suggestions to improve management. These suggestions can provide the scientific guidance for the grassroots police management reform.
