Government Policy Of Migrant Workers’ Social Security

China has been confronting with a multitude of surplus labor forces in the rural area and migrant workers during the reform of economic system. Migrant workers play a pivotal role in the development of the urban economy; meanwhile, they have no social security and endure more risks. In early2010, developed regions such as Pearl River Delta and Yangtze River Delta emerged severe shortage of migrant workers although the problem has been concerned with most social sectors and correlative regulations have been prescribed by governments. In fact, the policies have little effects on the problem of migrant workers’social security. In reaction to the phenomenon, surroundings and social security of migrant workers in suburb of Changchun city are investigated and surveyed. In the present paper, current situation of migrant workers’social security and its reason are stated. Suggestions about establishment and improvement of migrant workers’social security policies are put forward. The paper aims for promoting the construction of the social security system of migrant workers.The paper is divided into three parts. In the first part, It illustrates the conceptions about government responsibilities in migrant workers’social security. Also the necessities of governments involving in the construction of the migrant workers’social security system are explained. In the second part, according to the firsthand materials, the paper finished a general analysis of achievements and deficiencies in the construction of migrant workers social security. Its purpose is to lay foundation of further enhancement and improvement in effects of governments and sum up of the experiences and lessons. In the third part. How to enhance and improve the responsibility of government is illustrated. This part is the major and creative part of the paper. Specifically, it point out the principle which the government should follow. Then, it rises up several proposals to improve current major insurances in China.
