Institution was attached to the state administrative system for a long time, administrative management mode, lack of professional management, which lead to chaos and rigidity in management. Nowadays, government reform and state-owned enterprise reform has achieve the positive progress, however, institution reform has obviously lagged far behind, so accelerating the reform of institutions, Is the needs to promote and regulate personal employment system, is the needs to the development of institutions, is the needs to the reform of distribution system in institution. Position management is the basis of human resource management.It proposed the three changes in institution human resource management reform. First, changes from identity management to the position management; Second, changes from life tenure to the contract system; Third, changes from the fixed wage to performance salary. From the demand of the institution reform, position management is easier to adapt the social, public and professional demands, meets the objective requirement of promoting the institution to public, better promote the employment system and performance salary. So position management is the future of institution human resource management reform.This article firstly lists the post management theory, basic concepts of institution, the importance of position management in institution, demonstrate the necessity and urgency of institution human resource management reform. Through the analysis and research of construction of post management process in Henan Center for Disease Control and Prevention post management of the build, it concludes:although the reform of institutions is in the exploration stage and develops slowly, the direction is absolutely correct, and it should be achieved step by step. The position management is the urgent task in institution human resource management establishes the incentive performance evaluation, is the public institutions direction for exploration.
