The Research On The Qinhuangdao Governance Of The Internet Public Opinion Crisis

April 19,2016,Xi Jinping,General secretary of the Central Committee of CPC,emphasized that since The 18 th National Congress of the Communist Party of China,the rapid development of China's Internet industry,network security and information work progress,made significant progress and achievements,on the central network security and information seminars.Network communication plays a useful role in safeguarding public participation in politics and interests.However,due to the huge uncertainty of network information,some negative effects are gradually sprouting out.Network public opinion crisis has occurred,its spread speed,the scope of the great impact on the government's public administration has brought a severe test,the network public opinion crisis response to test the ability of the government's litmus test.Therefore,this paper for the Qinhuangdao city government to deal with the network of public opinion crisis is of great significance.This article uses the literature research method,the case analysis method and so on method,take the public management science as the theoretical basis,has objectively analyzed the Qinhuangdao city government in response to the network public opinion crisis aspect achievement,the existing question and the reason,and to Qinhuangdao city hall Countermeasures against Network Public Opinion Crisis.This chapter is divided into five chapters.The first chapter is the introduction,which summarizes the background of the topic and expounds the meaning of the study.And the domestic and foreign research to be a brief comparison of the existing situation.The second chapter introduces the basic concept of network public opinion and the importance of the government to deal with the crisis of network public opinion.The definition,characteristics and carrier of it are researched,and the definition,classification and related theory of network public crisis are studied.Has the research value.The third chapter begins with Qinhuangdao government as an example,lists its positive effects in dealing with public crisis,and affirms its exploration.The fourth chapter analyzes the problems and causes of the problems in the course of coping,which leads to the content of the latter chapter.The fifth chapter,as the key point,integrates the analysis of the pre-bedding,put forward from the establishment of correct public opinion coping concept,improve public opinion coping mechanism,component public opinion response team to strengthen Qinhuangdao city government public opinion response work.Network public opinion as a double-edged sword,the government management plays an increasingly important role.The author works in the Qinhuangdao Municipal Public Security Bureau Network Security Detachment,this article through three years of public opinion monitoring and response work experience,combined with the actual situation,in-depth study of Qinhuangdao city government response to the network public opinion crisis,both for the city to improve the work to provide some Reference to the proposal,but also for the national grass-roots government to do a good job in this regard to provide useful reference.
