Civil service system, the fundamental system of efficiently selecting qualifiedtalents in modern societies, is prevalent in most countries all over the world. The coreelement of civil servant system is the examination system for recruiting public servant,which is also an important hallmark of the establishment of the civil servant system. Itserves as the gateway to a public position. A continuous developing and perfectingexamination system not only has a significant effect on attracting talent, building a newand highly qualified civil service, improving administrative efficiency and promotingthe construction of a clean and honest government, but also exerts an influence on theharmonious development of market economy system and economic society. After thepromulgation of The Provisional Regulations of National Civil Service in1993, theimplementation of the examination system of civil service has made historicbreakthroughs with20years of effort and improvement. It has established theemployment system of “every entry through examinations” of national public servantand selected a great number of all-round fresh talents. However, with the developmentof economic globalization and an ever-changing administrative climate, the examsystem of civil service faces new opportunities and changes. As a result, it has becomeextremely urgent and key issue to perfect the existing system with consideration ofnational conditions in the global trend of reforming civil service system. This thesiscarries out a research analysis of the current situation of the exam system of civilservice with consideration to the new development of the exam system. Theinadequacies of the system are also thoroughly discussed in this paper and solutions arecome up by the author.This thesis carries out an in-depth investigation of the civil service system in Chinafrom multiply angles by employing literature analysis, comparative analysis, method ofintegrating theory with practice, and comprehensive survey. This thesis is made up offive chapters. The first chapter serves as an introduction. In the first part, we willintroduce the research background, pose the research questions, and clarify thesignificance of this study. This thesis is made up of five chapters. The first chapterserves as an introduction. In the first part, we will introduce the research background,review relevant literature home and abroad, and clarify the significance of this study.Research questions and methodology are also treated in this part. The second part offersan theoretical analysis of pertinent theories in the study of the exam system of civilservice. The core conception, emergence and development, and basic content of this system are elaborated. Chapter three concentrates on the analysis of the currentcondition of the exam system of civil service. It first deals with the achievements of theexam system and then summarizes the existing problems in the system. The forthchapter comes up with solutions to perfect the existing exam system. By introducing theexam system of civil service abroad and their successful experiences in reforms of thesystem, and learning from them with consideration to our national conditions, the authorcomes up with concrete solutions to regulate the exam system in China and build anexam system with Chinese characteristics which suits the development of thecommunist market economy. In the fifth chapter, the findings of the analysis will bepresented, and we will make a conclusion of the whole study.It is a complicated systematic project to establish a national exam system for civilservice with Chinese characteristics for that any reform in one part may affect the wholesituation. It is impossible to reach an aim with one move, and the reform on the examsystem is no exception. Its implementation is a process of perfection and innovationwhich requires experiences and lessons learned from the past. It is a course of gradualaccumulation and one from quantitative to qualitative changes. Hopefully, the currentstudy will contributes to the reform of the exam system of public services.
