Study On The Problems And Countermeasures Of The New Rural Community Construction

The construction of new rural communities plays a very important role in settlingrural decline dilemma, and shows great significance to narrow the gap between urban andrural areas. Since2006sixteen session of the six plenary session of the CentralCommittee "to promote the rural community construction actively", new ruralcommunity construction in China showing "blossom everywhere", and the achievementis obversely. We also need to face and solve problems behind the construction of newrural communities. Especially the compulsory demolition and land requisition, farmersgroup incidents of extreme behavior, which lead to more researches on the issue to bedone to promote a high quality construction. This paper takes Zhidan County of ShaanxiProvince as a case study, by case research, it analyses the current situation, successfulexperience, problems, the causes of problems in Zhidan County’s new rural communitiesconstruction, and puts forward some feasible countermeasures. The author thinks, theconstruction of new rural communities is mainly based on the urbanization speed up andthe reality of rural decline. The construction effect on the process to change the presentrural situation and promote urbanization is obviously; the main problems are the interestsof farmers, shortage of construction funds, the unavailable community managementmode and shortage of public service. Therefore, we must take measures to protect theinterests of farmers, innovate public service path, optimize the community managementmode and so on, paving the way for the healthy development of the construction of newrural communities.
