Current Problems And Countermeasures In Construction Of New Rural Communities

In the process of Chinese rapidly developing economical and social process, the problem of lagging behind social construct in the rural area and the shortage of public service resources is becoming increasingly prominent. After solving the problem of food and clothing of the peasants,and realizing the fairly well-off life,people have come up with higher standard of living conditions and the environment. In response to this request in recent years, China has vigorously developed the new rural community construction in the rural area, the purpose of which is to meet the needs of rural residents, and gradually break down the dual structure between urban and rural areas, let them share the economic development as well as the material and spiritual civilization brought by social development. At present, the new rural community construction in China has remained is unfolding. Although has made great achievements, in fact, there are still problems remained. How to solve these problems, how to make the new rural community construction heading to a positive development remains one of the most important topics among the currently Chinese new rural construction and theoretical research of new urbanzation.In this paper, based on the investigation and research of construction of the new rural community in Xun County, Henan Province, a deeper discussion aiming at the current problems and solutions of the new rural community construction. Besides the introduction, the full divided into three parts:In the first part, based on the explanation of the defination and characteristics of the new rural community construction, the paper reports on the significance of the new rural community construction. The development of the new community construction helps to balance the development; between urban and rural areas, helps to promote the development of a comprehensive well-off society.The second part, analysis of the existing problem and reason of new rural construction. As the report shows:the government behavior of the development of the new rural communities has meet a deviation; the interests of peasants have not been fully guaranteed; the unreasonable land use during the new rural community construction process; and inadequate supply of public services. The cause of these problems are:the government functions dislocation, the lack of rural residents’rights awareness;the hindered ways while expression and rights’safeguard; resources lackage of community construction.The third part:come up with the solution to the problems of the new rural community construction. They are:higher awareness, strengthen leadership; longer and standard construction;increase input,concordant resourses; fan out from point to area; set an example; fully play the leading role in the new rural community construction.
