The Supply Of Public Service To Migrant Workers In The Process Of Citizenization

Emerging with reform and open-up, industrialization and urbanization, as a newlabor army, the effect of the migrant workers can not be ignored. With entering aspeeding period of urbanization development,‘the urbanization of the people’, especiallythe migrant workers citizenization has posed a major challenge to the government’spublic service. The construction of basic public service system which is benefit to themajority of migrant workers is relatively backward, so migrant workers do not enjoyequal treatment with urban residents, which cause some difficulties on integrating intothe city. Therefore, how to establish and perfect public service supply system for thebasic survival and development of migrant workers to promoting citizenization, does notonly relate to the survival and development of migrant workers, but also relate to thefuture development of the new urbanization. Based on the grasp of the basic situation ofthe supply and demand of migrant workers on three categories of public service, which isliving type, security typed and developing type, and the division of stages of migrantworkers and the demand of public service as the basic starting point, this article poses thedifficulties as the limited supply of resources, supply imbalances, the low supply rate andthe unreasonable of the structure in the process of public services to migrant workers. Atthe same time, this article analysis the reasons from five respects, which is thegovernment management and service, system arrangement, supply mechanism, the mainsupply and migrant workers own. Based on the exploration practice of the supply ofpublic services to migrant workers, local governments have formed some unique supplymodes. This paper summarizes the practice of Ningbo, Shenzhen, Chongqing and theexperience referencing to other regions to enlighten and improve the public servicesupply system to migrant worker. Finally, this paper offers some suggestions from the changing of ideas, system guarantee, mechanism innovation, diversified supply mode andimprove migrant worker service ability from their own for the improvement of publicservice supply system to promote the citizenization of migrant workers.
