With the deepening of the employment system of the civil servants,the fairness and scientificity of it get more and more attention in society.To optimize the employment system of the civil servants,scholars and experts carry out discussion on rationality and normativity based on the methods of recruitment,restrictions,external social circumstances,the degree of public information,supervision mechanism and so on.They focus on the methods of recruitment,such as the arrangement of contents and the designing in written examination and interview.However,the research on civil servants recruitment management is not enough.The scientificity of civil servants recruitment management is the precondition to ensure the scientificity of the examination.It's significant to optimize civil servants recruitment management.And it's also important to promote the scientificity of public administration,save administration costs and develop the efficiency of civil servants recruitment system.This thesis is based on the actual situation of civil servants recruitment management of Xuzhou.By studying literature and investigating,the thesis analyzes the current situation of civil servants recruitment management.In the first part this thesis,it carries out a research on government organizations of recruitment management.It discusses the allocation among different recruitment management organizations,such as provincial recruitment management organizations,municipal recruitment management organizations,country-level management organizations and recruitment departments.It analyzes the current situation of recruitment management organizations.In the second part of this thesis,it carries out a research on the content of recruitment management.It focuses on the deficiency in the management,such as plans and submission of positions,qualification examination and management of interviewers.In the third part of this thesis,it researches on the monitor mode of recruitment management.It analyzes the current monitor mode and content of recruitment management.The holistic approach focuses on the research into the recruitment management of Xuzhou.This article finds the problems existing in the management: administrative personnel,modes of management and supervision.First,managers are not steady.Thus,it is difficult to manage them effectively.Next,it's lack of effective modes of management.The plans and submission of positions lack overall management.The process of qualification examination is not perfect.The management mechanism of interviewers is not flawless.The informatization of the recruitment management is low.And,it's also lack of effective supervision.The multiple modes of supervision don't exploit the advantages to the full and create effective synergy.According to these existing problems,the author analyzes the cause of them and use the methods of other regions for reforence.By combining the reality of X,it provides suggestions on the problems from the following aspects: reforming the system of administrative personnel,optimizing the design of the key links in recruitment management and improving the relevant mechanism of evaluation and supervision.This thesis aims to give reasonable suggestions to develop recruitment management of civil servants.
